No, you have the choice. If you do agree to this permission request, you'll be able to view the nearest RIP enabled merchants via the Merchants section of the RIP Expenses Mobile app.

If you choose not to opt in to this service, you won't be able to view any RIP enabled merchants.

At any point you can choose to disable this permission by changing the RIP Expenses application settings on your mobile device via your devices Application Management Settings, selecting RIP Expenses and disabling location services.
